Infant and Child Sims broken

basically the other day i realised that townies that were children had they head floating above them, which was very creepy. It wasnt every child i saw but majority of them looked like this (the first photo).

now my sim has just had twin girls and ive aged them up into infant, the glitch has happened to them but even worse looking (photo 2). 

Ive been into CAS and removed everything that these sims are wearing to see if its a item but everything still stays the same...

I DO have CC and MODS in my game however everything is extremely up to date as everything in my game is only things I have downloaded in the past 2 weeks. Also i have CC disabled for random sims, therefore the children townies that look like this should not be affected by CC.

I do also have every pack so i am thinking maybe its a bug related to the new pack??

Any help would be much appreciated as i cant play with my infant until this is fixed

    Hi bettybowditch​ 

    Try the following

    - Close the game
    - Rename Documents\Electronic Arts\The Sims 4 to Documents\Electronic Arts\The Sims 4_Old
    - Repair the game
    - Start the game. All your content will be gone now as the game created a new folder. All your saves/.. is still in the old folder so not to worry. 
    - Start a new save game
    - Check if you still have the error
    - Report back with your results for further steps on how to get your stuff back.
