On XB1, the envoy will not appear at the willow creek library. This save is almost brand new and I have not done any building or changing of anything in Willow creek so the original library is still there. There is no option to call the envoy. Also, I can’t toggle the cursor in the event UI to click on the quest. I read that if you click on the quest it will center the screen on the envoy person but I can’t click on the quest. My sim has stood at the library for 3 sim hours and nothing has happened.
Heyo! We've had the same issue. You should check your envoy hasn't moved into any homes in the sims world, if so, that'll be why! Evict her and set her household to not be able to have stories. Unfortunately she must be homeless to function, just like Father Winter. 😔
