The "Emissary Exposed" quest task "Call the Royal Envoy" instructs you to use the Phone menu... "select the Social section, select Chat With, and look for Marina Corsair." Issue #1: Marina Corsair is not in the contacts list for each Sim tested although they'd met her. #2 The phone option is actually "Call the Royal Envoy", which does not appear in the Chat With menu.
i want it to be noted that marina has met 6 of my sims and is no longer in any of their relationship panels.
The same happen to me, she is in the world but randomly moved to another household and replaced the sims in it (luckily they were random sims that i didn't care about).
I couldn't call her but i fixed it by using the cheat: ModifyRelationship sim1 sim2 xx LTR_Friendship_Main and call her from the relationship panel.
