The "Emissary Exposed" quest task "Call the Royal Envoy" instructs you to use the Phone menu... "select the Social section, select Chat With, and look for Marina Corsair." Issue #1: Marina Corsair is not in the contacts list for each Sim tested although they'd met her. #2 The phone option is actually "Call the Royal Envoy", which does not appear in the Chat With menu.
I am having the same problem and I tried to use the id cheat as per google but it says sim is not found
