So most people are having the issue with couples who were dating in high school and then aged to young adults and now can’t perform romantic actions. There’s no way to save the relationship unless you have them break up and then reconcile. You have to break your partners romantic boundaries so they can break up with you. As not even the break up interaction will work. Then from there you can try getting them back together and they should function properly.
This helped me long time ago... I can confirm that this works, but still... You loose relationship level: High-school sweethearts. It would be good if this bug is removed.
