Notebook not recording researched plants

I play on PS5, all DLC except  Nature, Werewolves and Vampires

My adult sim is on a rental lot, plants are indoors in a vertical planter.
Researching plant triggers as expected, but the research is never recorded, and there is no gardening page in the notebook, he gets the research moodlet.

This appears to have started happening around the time the first big update that was getting ready for the Nature expansion, or maybe with one of the patches after that.
