Also have this problem and only just noticed as rarely play in SanMyshuno. Moved a family in tonight, look outside their apartment and the spice festival is a shambles, it's clearly overlapping with another festival and their are multiple food stalls, lights, tables etc, a total mess.
I think moving is a strong reason...
