Okay, so I saw that Crinrict believes that the overlapping festivals might be fixed, it's the festival items that are stuck in the zone so I followed the help on their blog to remove the festival items in the zones in the fashion district.
I used T.O.O.L to remove the festival items and Sims4Studio to remove the drinks and the food items that were stuck (separate issue) by editing the Zone Object Data and remove all the cups and drinks that were saved there. The reason I used T.O.O.L. for the festival items is because the festival items are all sorts of different items saved with the items that you want to be in the object list for the zone data like things from the actual apartments and items that are used to make apartments look like apartments (like windows) and it's really difficult to tell which items that you can remove from the list by just looking at the item names. With the T.O.O.L grouping tool (see twistedmexi's tutorial) I was able to select the whole area and delete all the festival items. When I was cleaning the objects lists with sims4studio I also noticed that it looks like the game saves the object data for all apartments in one apartment object list (in my case it was apartment 1310 who had all the objects for 1310, 1312 and 1313 and apartment 701 had the objects for 701 and 702.
However when I tried to load and save apartment 1310 I got infinite loading (another separate issue), unsure what to do I followed Crinrict's advice again and loaded the apartment without mods, when I did that I got a message that 33 items had been removed, the apartments did not have any CC so I'm not sure if maybe CC was stuck in the zone and caused infinite loading? Since I did not want to disable all my mods and save the game (because that removes the custom cc from my sims) I repeated the process but only moved my Build Buy CC items from my mods folder, the same message appeared that 33 items had been removed so I think it was Build Buy CC that was stuck in the zone and caused infinite loading. I am now able to load and save the apartments without any issues.
Anyway, after all that I cleared the zone with T.O.O.L I went back again to sims4studio and cleaned some paintings and plants that were stuck from the festival and now it appears that the zone is clean and objects like market stands and pillars are spawning and despawning as they should.
I do believe however as Crinrict is stating that the stuck food items are not fixed as I am noticing that if I am switching household with sims standing outside eating the food plates and food end up on the ground, is saved in object data for the zones and are not cleaned up.
Sorry for the long post I just wanted to share that I believe that Crinrict is right, and that I believe that Build Buy CC was the reason I got infinite loading for those apartments. I do however have to say that I have no idea how this issue is going to be solved if people can't resort to tools like sims4studio and T.O.O.L, (maybe by disabling the packs and re enable them as Crinrict is also suggesting as a solution but this will ruin the progress for peoples saves in that world). This was also a very long process and I need to repeat all this for the spice district and the arts district as well, making me lose hope that some other bugs like this like the corrupted lots from for rent can ever be fixed.

So you were able to delete all the cups and other litter with T.O.O.L as well even though they were not selectable in live mode ? Wasn't sure if that would be working. How about the festival rugs that you can't select ?

T.O.O.L can't delete cups and plates, as well as some items that it can't reach like paintings and plants from the love festival. I had to delete them with sims4studio by removing them in the object list for the zones, but T.O.O.L. can delete almost all of the festival items with the group selection tool.
On items that you can select I was also able to delete them by left clicking and select destroy item (debug), that one might require the debug cheats and maybe also the allcheats mod from TwistedMexi.

Yeah, that's what I tested with DestroyObjects then (you do need a mod for that).

How is this going to help us players who play on PS5 and do not have any mods or CC? Is the only way be to uninstall our expansion packs and redownload all over again?

Hopefully EA can come up with a fix for it. Currently uninstalling packs doesn't seem to be the solution either.
