Every time I open my game recently, it says none of my packs are downloaded and tells me to restart the game. I've closed and reopened the game, repaired it, uninstalled and reinstalled the EA app, cleared my cache, and nothing has worked for me. Admittedly, I'm not the most tech-savvy, but I've looked at many similar problems online and haven't found a solution that works. I have no CC or Mods Thank you!

haruko4338 Please look over this guide to missing DLC:
⚙️[PC] [Mac] Sims 4 Missing Content (DLC) | EA Forums - 12636720
If that doesn't help, let me know what category you fall into. If it's the last one, run the search in that section of the guide, for two or three missing packs, and post the results here.

I fall into the "EA is showing that I own the packs and they are installed, but they're not loading in the game" category. And before anyone asks, yes, I deleted the localthumbnailcache file, removed every single bit of cc and all mods, cleared the EA cache, unistalled and reinstalled the game (twice!), then repaired, and restarted my computer. None of that worked.

Hi! I apologize for the late reply. I tried the instruction in the last category, and it still is not working. This is what I got from the terminal, but let me know if this is not what you are looking for.

Next time I opened the game, this problem occurred for the first time. I wonder if that could be causing problems? Thank you for your help.

I've been having the same issue all day. The EA app says that all of my packs are installed but I get the same screen when I select "LOAD GAME" from my Home Screen. I saw someone say something about needing to activate them through the marketplace, and when I open the marketplace, it says that all of the packs are owned but deactivated. I do not use CC and never have on this game, tried deleting my cache, repairing my game, updating my game (as an update came out while I was dealing with this), and used the "App Recovery" function on my Mac but nothing is helping. If I select all the packs in marketplace, it gives me a warning that if I deactivate the packs, my gameplay and saves could be messed up. I don't want to deactivate them though, they are already deactivated and I only wish to activate them. Is this a bug? Why is everything deactivated and will I have to go through this process every time?

laurynmarriott Try deleting UserSetting.ini, in Documents > Electronic Arts > The Sims 4. This file holds the data about which packs are deactivated, so deleting it should enable all of them. Plus the file might be corrupt, based on what you've described.

lia_simzz They were responding to my suggestion to delete UserSetting.ini.

I also just tried deleting UserSetting.ini and that is also not working.

haruko4338 That's exactly what I wanted... except that you searched for EP01, which is Get to Work. Your screenshot lists all other EPs as not present, but GtW isn't on the list, which means the game is recognizing it (or your save doesn't need it). So please search for EP02 or anything from EP04 to EP21 and post the results of that.
Please also open UserSetting.ini, find the packstoskipmount = entry, and copy and paste any numbers that come immediately after that. For example, it might look like this:
packstoskipmount = 60,141
