Packs/Worlds showing as deactivated in-game/Not active after purchase

for the past couple of weeks I've been dealing with the "black main menu" issue, and now that's finally gone, but instead when I load up the game now, it's showing that I have no packs downloaded, even though I have almost every single pack there is. Ive done numerous repairs, I've deleted and re-downloaded both the EA app and The Sims 4 app itself, I've deleted the cache folder, I've removed all my mods; I feel like I've exhausted every troubleshooting option I can find online. thinking of just selling my account at this point.
