Packs/Worlds showing as deactivated in-game/Not active after purchase

I've recently purchased a new PC - something that can handle all the Sims 4 packs.

I downloaded most of them last night, but when I went to register a business, I assumed that the business and hobbies pack hadn't downloaded but when I went to download it, it said it already was. I've since noticed a number of packs are saying the same thing.

I did some research and done all of the troubleshooting things I could find
- clear cache in app
- uninstall those games, clear cache, repair game, reinstall
- just uninstall and reinstall
- repaired and clear cache
- removed mods in case the mods were affecting it
- reset the app
- uninstalled everything and installed just base game and the ones affected and still the same.

I've purchased everything through Origin/EA app.

I'm at a loss - I quite literally bought this PC so I could play the sims again so any help would be hugely appreciated!
