I bought Sims 4 add-ons which don't fully download. I can't play the add-ons because they are not fully downloaded. Does anyone else have this problem? Does anyone have a solution on this matter? Thank you for the input.

could you give some more details by what you mean by not fully downloaded ?
Could this be your issue:
Packs/Worlds showing as deactivated in-game/Not active after purchase | EA Forums - 13261188 ?
Please check if they are enabled.
