Packs/Worlds showing as deactivated in-game/Not active after purchase

I have The Sims 4 installed through Steam, and my Steam account is correctly linked with my Electronic Arts EA account.

The base game launches normally and works, but after reinstalling the game and downloading all my DLC again, none of the expansion packs are active in-game.

Before the latest major update, everything worked normally and all DLC were recognized correctly.

In EA App:

• all DLC appear as installed / owned
• some packs show as "in use"

In the in-game store:

• downloaded packs show status "deactivated"

What I already tried:

• reinstalling the game completely
• reinstalling DLC
• verifying game files in Steam
• deleting localthumbcache .package
• restarting Steam and EA App
• logging out and back into EA App

The DLC files exist on disk (Delta folder is present), but the game still does not recognize them.

I recently purchased the Life and Death expansion pack and went ahead and downloaded it....or so I thought. When I  loaded up my game the world was still greyed out and said that the pack had not finished downloading yet. I have uninstalled and reinstalled and I repaired my game several times. This happened around the same time as the update that broke the CC. HELP PLEASE

I do usually play with mods, BUT I removed everything - including cc. I have majority of my dlc but 7 of them aren't appearing in my game : Discover University, Cottage living, high school years, backyard stuff, blooming room kits, modern luxe kit and desert luxe kit. I've repaired my game through steam - didn't work. I'm at a lost. I don't have receipts because I bought these at different times, and I don't feel like going on a wild goose chase. 

I have been dealing with the same issue for the past day and have repaired the app countless times, deleted the files, reinstalled them, moved out my mods folder and nothing has worked. It shows me the Brindleton Bay world but doesn't let me open it because it says it the pack is not "finished downloading" I have no idea what to do someone please help!

The same is happening to me with the same pack. I think I has something to do with the update.

i'm getting very annoyed with this. ive tried everything under the sun. i recently bought the add-on and it says it's owned and installed, but when i try to adopt a pet or download one from gallery, or visit the new area that comes with the pack it says i dont even have the pack installed. i even made a new account to see if it would fix the problem but it didnt. and in terms of the "befriend a stray" option, theres not even strays to befriend either, like i never installed the pack at all. please, someone tell me if this issue is fixable, or if i just wasted my money.

I purchased the game on the EA app last week. When I downloaded and got around to playing it, it wouldn't show up in my game. I have uninstalled the game and the pack and reinstalled. I have restarted my computer. I have tried clearing my cache. Nothing has fixed the problem. Please help!! I am a loyal simmer with over 1300 hours of gameplay.
