EDIT: Tested your save. I loaded the save, loaded the uni housing and there's 4 photos on the wall. Saved the game under a new name, reloaded. Pics where all there.
The house in Ravenwood already has some black pics when I just load in and check the frame. Were those OK before the patch ? There's only one ghost woman in that house NVM, seems the other one died shortly before I switched to that household
The way I understand this report, pics are usually fine and then the go black after saving and reloading.
EDIT EDIT: The remaining ones in the frames do turn black for me too but not the ones in the dorms.
I think a few of them were black already yes because of the previous issue. I recovered most of them and fixed them (thankfully I make backup saves all the time.) But I must've forgotten to sell a few.
Did you check the crypt memorials too in the basement of the ghost lady's house? In the save I sent you they are all fine, but in my current save they are all messed up and blank. If you want the messed up save I can send you that too.
The boy in university, where I am in my current save he's graduated and living with his wife and his small kids. The pictures in his electronic frame (the same ones that were on his university wall) are now black.
There is also a single photo on the wall in their basement that also turned black. Just a theory but do you think the electronic frames might make it worse? But the one on the wall DID turn black.

If you go back to the ghost lady's house her photos are all black as well as the memorials in the basement.
