So, I've "fixed" the problem.
By that, I mean that from now on, I'm going to simply pretend that the photography skill in this game doesn't exist and never existed in the first place. I'm going to blithely ignore the existence of any photography related objects in the world and in buy/build mode. I'm going to put every memory I have of taking photos in this game and seeing them turn black down to a fever dream that I just woke up from. No Sim in my game shall ever wield a camera again.
Because at this point, I have zero faith that this issue will ever be fixed. I've never seen a bug stump a team of developers like this one. "Good news, Simmers. It’s fixed! Oh, wait... spoke too soon. Sorry."
Lovely. I'd rather pretend that there never was such a thing as ingame photos than go through the headache of recreating all of my lost photos with empty assurances that the matter is resolved only to log in one day and discover that the problem has reared it's ugly head again.
Do us all a favor and stop updating this game while the remaining elements of it that still work remain intact.
That's kind of where I'm at. I had one or two households where I was trying to document the family, and now I'm like, nope, probably never again.
