Why this can't be patched into the game sooner (i.e. as a quick emergency hotfix)?
(My guess as to why this is happening)
The reason photos are turning black is because of the way the game handles photos. When a photo is taken in-game, the game saves it to the Screenshots folder and it generates a compressed copy in the clientDB.package file, and since many users are instructed to delete the clientDB.package file after every update, when the game tries looking for photos and screenshots, the game has to re-generate new copies of these images every time the game is updated (it's also why the random holidays are reset after every update). As a result, photos generated in-game in the photo frames turn black because the game is unable to locate the clientDB.package file which stores user-created photos, and it should be fixed to handle that.
