I'm still having this issue, and have tried all of the tricks (save before quitting, travelling to different lots, never putting photos/paintings in the keepsake boxes or household inventory). Today I'm going to try the gallery trick, but I'm on PS5 and the load times make me hesitant to go through more menus, and every sim I have has a gallery wall of photographs in my saves, so I'm going to have to be adding a lot of walls. I also am unsure how, or if I can even, provide my save to EA due to being on console.

I'm glad to hear it's a known issue but it's very frustrating as a legacy player.
