I am experiencing the issue as well, have dm'd EA_Cade the link to two of my saves, one with mods and one that has never had mods, both are experiencing the blank paintings problem. So far I've tried: putting the paintings in personal inventories, household inventories, on community lots, and in my gallery, and they all become blank. I've tried all the different recommended save solutions as well. If anyone has any more suggestions I am rather desperate!
I am having this issue as well, but i get consistent good results with a workaround.
Workaround: when after taking photos i travel with that sim to another world and then travel back to their lot, after that i save with save as. When i re-enter the game my new photos from that session were not black. Not sure if you gave this a try yet.
Edit: This workaround has NOT worked with the photo frames that you slot photos into - I get the same outcome as others noted here, that these always turn the photos black :(
