The only way would be to go to a prior save with all of the photos working, put them all in a room and save it to the gallery. Then place the room down in your save with the issue, take them all out and place them back in there.
I've lost generations of photos because of this issue, but my current gen I'm keeping a close eye on their pictures and this worked for me when their pictures turned black.

I don't even dare to TOUCH some of my saves until this is fixed, then I will certainly do this as backup, but honestly, I don't even trust that :/
Does it stuff up for you even if you dont save? If so then I wouldn't risk it.
I said before I KNOW the feeling, I lost so many pictures over the years because of this bug. I'm currently on gen 10 and have had this legacy since release of this game so I know how traumatizing it is. I've lost hundreds of pics so now I'm taking extra precautions with my current family who are also part of this legacy. I'm gonna kind of soft reboot them and start making sure the pictures are always fine and I've made backup saves incase anything happens so I can go back if I need to retrieve them.
