Plants aren't spawning harvestables correctly

This has been consistent through multiple saves.

When my fairy casts bloom plant on an emotion berry tree that is perfect quality, it gives me normal quality berries. I used cheats to force new berries to spawn, and the same thing happened.

Then, I tested a lemon tree in spring, so it was the appropriate season. I could not get fruit to spawn on that tree at all. My fairy couldn't do it, I couldn't do it with cheats, and nothing worked after removing my mods.

I don't know what's up, but for some reason, the gardening plants aren't spawning harvestables correctly.
