I am a Mac OS player with all DLCs. I have tested without mods.
If I enter buily/ build mode of a lot in the world mode, and then come back to the playing household. The following bugs will happen. The scandal logo will disappear on the notebook of all Sims . Also, the Sims who are currenlty having scandals will be cleared. Please advise.

Everything is fine before I enter build/buy mode of another lot in world mode. The scandal icon still appear in a Sim's notebook.
The Sim who is involved in a scandal still has its "scandal logo", as shown in red circle.
If I re-enter the household after having build/bud mode in another lot, the bugs happen.
The scandal icon disappear on notebook.
The scandal logo also disappear in the relationship bar.

To be sure I took the right steps testing this:
For the they stay but I currently only have not exposed scandals. Does that matter ?
How did you remove your mods/cc ? Have you also tested a fresh save ?
I removed the whole Mods folder and deleted localthumbcache.package file as well.
I tried to open a fresh save and tested with the Thebe family. Before I go to world map and load any lot in build mode. Everything is fine. Both my secret and scandals of other Sims appear.
But after I load any lot in world mode and come back to Thebe family. From Princess Cordelia's perspective, only my secret still exists. Scandals from other Sims do not expose as you mentioned.
Can't duplicate this even on a new save. Still have both secrets after entering a lot from world map
Putting this on review though, maybe other see the same.
i have a similar issue but i was playing in multiple households before i opened the darongs and discovered that though the family tree shows afua as a secret child the notebook doesnt show scandals at all anymore
