This problem just started with, regardless of mods. I even cleaned the game out by creating a new game and importing the tray and saves, just to give the best possible chance of success.
I've stayed in Oasis Springs for an entire season with no dig/rock spots respawning. I do a loop of every neighborhood each day to check. The plants are fine, but nothing else..
