To add some more information, I've checked every single neighborhood in every world I own where the collectible spawners are. I've stayed at the same lot for over 24 hours in sim time. Nothing spawns. It's like they were deleted entirely from this save. Frogs and plants spawn with no issues; only rocks and dig sites are not spawning at all.
This thread sounds similar to your issue, although the rocks and dig sites have not spawned in your save at all
