On Xbox One, all packs
One of my spellcasters did not get any perkpoints when she leveled up in her spellcaster rank. Her progressbar for spellcaster is also bugged, when she experiments the bar showed her inbetween the 2. and 3. Rank but when she stopped it was on a completely filled first rank.
I have maxed her out via cheat now, which did give her perkpoints but the progressbar is still bugged out. She does not have any bloodline traits btw.
