This is happening to me as well. I am on PC and using mods but the mods do not seem to be the issue. Even when mods are uninstalled it is happening. Seems to be a new issue caused by a recent update or something.
It's definitely not a mod or cc issue, I've seen players on console complain about this issue as well as vanilla pc players. Would be nice if EA would fix it or at least address it so we know they're working on a fix
