I downloaded this Sim off the gallery and they have this strange texture that makes them look like a disco ball. I haven't seen this before. This is with all mods/CC disabled.
i can't see clearly what or if your sim has a nail polish on, but this one base game nail polish caused this to happen to one of my sims. try to change or remove any nail polish your sim has on. that fixed this issue for me. :)
