No matter what I do, painting, bathing the babies, simply bringing them over to bathe, picking them up, walking inside a house, they cancel it or complain that they can’t walk there when they absolutely can. I have to manually click on different areas of the floor and make them walk into a house or go up the stairs or else they complain that they can’t get there.

This is not an infrequent issue I have where there's plenty of room but my sim refuses to walk. I wanted to make my sim go to the dresser on the other side of the bed, but they kept insisting the bed was in the way. I moved the clothing wrack and then it was the ottoman that was in the way--all of this despite there being a one full square of space all around the bed. Once I took the clothing wrack and ottoman, the sim went to the designated spot but refused to interact with the houseplant that was perfectly within reach so I moved it.
I included this as EbN as well as BG because I'm not sure if these items could be the cause or something else. I'm sure a lot of other folks have routing issues that are similar with different builds, backs, and BG so I hope this can be looked into.
