I've been having this issue. At first I thought it was just happening during getaways and stayovers, but I don't think this is the case because it's happened at my home lot as well (I do have a small business on the home lot). My sims will be stuck but time will still move. If I Shift+Click to reset them, they get stuck in a T-Pose. This happens because there is one sim on the lot (and this could be any sim loaded in the world, not one specifically in my house but could be either) who is freezing everyone else and if I can find and reset the sim causing issues then my househould sims will resume with whatever they had queued.

While I do have the issue of my pets sometimes freezing and not moving to take care of their own needs (eating/relieving themselves), I'm still experiencing the sims freezing when there are no pets on the lot.
And also, I just tested without mods or cc (and deleted caches and LEs) and immediately got the same issue.
