A well-known and amazing modder, Tyjokr, figured out the issue and has a bug fix for it.
"EA added new autonomy tests to ALL romance interactions that require Sims to be in-laws or step-siblings in order to autonomously use them.
If you own Royalty & Legacy, it’s even worse. There’s a second autonomy test that requires Sims to be secret lovers. Combined with the in-law/step-sibling requirement, romance autonomy will essentially never fire for 99% of Sims."

EA did this because...flirting with in-laws/step-siblings is what one does, normally? Very confused. At least the secret lover requirement (misbegotten as it is) makes some sort of sense. Looking up Tyjokr's fix because I'll probably still have need of it come December (when EA may or may not have the devastating family tree situation resolved). Thanks!

Make sure you got the latest version, bc he updated and then re-updated the mod on March 3rd.
