I just encounter that issue today. Teen just age up like normal without a window pops up to pick another trait and aspiration. Been playing Sims 4 about 6 months and this is the first time happen. I am playing on PC. Also there is no character value from parenthood added to the traits.
I search Google and found a post from Reddit and it solved the issue. I have my teen graduate early then age up. On the day my teen age up I got this notification "xxx is performing superbly! She can graduate early is she talks to the principle ............" not sure if this is the issue that cause the conflict.
