Same problem here. I don't have any mods and haven't tried using cheats. I play on PC. The only way I can get a third base trait and earned character values (such as Good Manners) when a teen ages up is by getting them to graduate early. Obviously this is impossible for a sim who is not doing well in school, or who I don't want that trait for. So frustrating. Hoping a fix comes out soon - this has been a problem for a long time now.
