It hasn't changed. For awhile I skipped families during the toddler stage as it's not just toddlers talking to each other, it's toddlers talking to anyone. Unfortunately like toddlers in real life, sims toddlers rarely entertain themselves and will instead interrupt everything the adults are trying to do. Any teens or adults in the house are constantly called to pick up the toddler so they can talk to someone. At least in real life I could entertain my toddler and do other things without having to hold her. I got tired of skipping the families until the toddlers aged up and have resorted to locking them into a their rooms so the rest of the household could get on with their life. I never take them out to other lots anymore. I rarely have large families so it's frustrating when a household can't function because of one toddler. They're so cute and could be fun. I considered aging them up and skipping the stage, but I don't like that it skews the lifespan. That's a me problem though. On that note, infants will do this too, just not as much. I had one infant wake up in the middle of the night that somehow telepathically forced awake other sims to take it out of the crib so it can play with the dollhouse. At least the toddler doesn't do that, it has to actually be able to leave it's room to go wake anyone up and I've locked it's door. The other life stages are fun and have lots to do so it's easy enough to lock away infants and toddlers and still enjoy the game. It's disappointing though.
