I don't think this is really a bug, but rather a poorly designed mechanic. A practical solution to this would be to allow us to create and save our own styled looks (as well as upload and download from the gallery, like tattoos), and then the townies only generate using styled looks you have in your game.
I am desperate to be able to save and upload our own styled looks to the gallery. I'm not much of a CAS simmer, so being able to rely on other players' superior senses of fashion would improve the game for me so much. Also, sometimes I like an outfit that I made for one sim and want to be able to use it for others (like when they age up) instead of having to spend ages going through and picking everything again.
I agree that this isn't really a bug so much as a basic mechanic that consistently produces poor results, and also agree that even just pulling from the styled looks that are already in the game would be a major improvement. Even better if they'd give the option of not spawning townies at all, but I'll take what I can get.
