I also don't understand why the status is need info... you should be able to replicate the issue by just clicking new game, deleting all premade sims in household management and then play a sim, visit places and watch as the game repopulates the world with these terrible looking sims.
A lot of this could be solved by just having the game generate sims and their outfits without accessories, socks, leggings and makeup. They really don't need it.
There are 11 years of CAS content in the game and the game can't generate a normal looking sim anymore.

I'm beginning to believe this is their way of pushing off issues and putting the burden of proof back on us, which is super ridiculous in this case, as you've stated

Yep, everyone that plays the Sims4 knows about this, everyone but the Sims Team, you see, they don’t play the game, and really don’t care.
Thats why MCCC exits, so you can generate townies from your library.

Yeah that's what I normally do, but I've been playing vanilla for the sake of the upcoming "big" bug fixes, since I know they won't take seriously bug reports submitted with modded saves :/
