I made a modfix to at least stop the base game headbows and Enchanted by Nature headbands from randomizing on sims - you can find it by googling "OneMoreKayaker Random Small Mods Itch.io".

A lot of accessories are not tagged appropriately, which seems to be the root cause of the most recent badly dressed townie issue.
