UI Exception 1069: UI Corruption while playing Scenario

The panel at the bottom completely disappears after using build mode. Once I go back into live mode there is no panel at the bottom. Can't see day, time, Sim info, phone, etc. If you hit the hot keys for inventory, relationships, job, skills, aspirations, clubs those panels will open but the needs panel will not. The special events menu in the top left corner also disappears, so I can't check the progress of my scenarios. If I save and go to manage worlds and then reenter the lot, the bottom panel reappears but the special events do not. I never use mods or cc.
