Hey, so I just had this problem too! I downloaded the Country Kitchen Kit and Holiday Celebration content and couldn't upgrade any objects, even with the correct amount of upgrades. I removed them both, not sure which one caused it but it fix everything. There might be a bug in either of those two free packs!
