[XB/PS] Console crashing after update 2.13

Since the 4/16 update, the game only works offline. After uninstalling, doing a database rebuild, and restoring liscenses I was able to get the marketplace to work and purchase moolah/maker pack. Was still getting all the pop ups, and my game was crashing when I went to save/manage worlds. Sometimes disabling the Share Usage Data will resolve this until the next patch. Went to try that and the checkbox does not uncheck. If you try to click it more than once, the game crashes. It gives the standard "update game or console" error code, playstation doesnt need an update. Tried multiple times and it sill happened every time. The only way I can get the game to work to where i can save and go to manage worlds is to load while on wifi, go through the pop ups to ensure I have all my DC, then dissable wifi and load my save. 

Tried on PS4. No CC, no mods, no active cheat codes. Tried both wifi and ethernet connection, as well as extended hard drive vs. console storage.
