This happened to me too but i did not get the cutscene at all, cant even progress the game anymore because of this : /
So I had this issue this morning, but I was pretty stubborn, I'm not entirely sure if this will work for you or anyone else, but I ended up doing a few things.
1: I Ended up turning the video and graphic effects all the way down to the lowest I could, I also made sure that I had in borderless.
2: Instead of going straight from the save point on the floor where you need the elevator key, go up to the top floor, kill the things, open the door there, get the stuff from there, go back down
to save the game, after that go back up to where you were, don't step out of the elevator, now try going to the floor with the cutscene.
Hope this may help people, make sure you also exit your game then restart it with those lower changes, you can change them back if the fix I had worked.

Had the game installed on an external HDD but then reinstalled to my internal SSD after the issue occured
Currently using SSD
This started happening around January 30th and its still happening
Nothing else is currently happening
The glass panel on the right side is supposed to be broken after the cutscene that plays after you enter the room from the elevator, but the cutscene never played so I progressed and destroyed the tendril in the crew quarters and now remain stuck.
Same is happening to me. I'm moving the game to my SSD, but by looking at the responses, it won't work anyway.
I have this exact same issue. I am barred from further progression on new game plus until this is fixed. Motive please fix this soon!
Hi, I have basically the same issue. As soon as you open a door on the second floor, a cutscene runs that is supposed to include Mercer and Temple, but from here it glitches out. There are some variations but generally I see Mercer but not Temple. Sometimes parts of Temple's dialogue are heard but not all of it, sometimes Temple can't be heard at all and it's just Mercer's dialogue. After the scene the regenerator-monster does spawn in, but I couldn't locate any way out of the area opening up and so I'm assuming there's a glitch acting up there too, which is blocking me from progressing.

Date this issue started (is it still happening?)? I first came across this playing this part of the game for the first time on 10 February 2023. As of my writing this on 11 February 2023, it's still happening and I haven't found a workaround.

I've also been having this problem, I just passed by that cutscene for my third playthrough, and all of them I have had the same issue where no other NPC's or the Hunter show up aside from Isaac, and it's only his side of the conversation (though oddly enough the force gun visual effect still plays and the sound effect of the Hunter, the glass breaking, and the end of the cutscene in general do play even though nothing else from it does). I don't know exactly when I first reached that point but it should've been either February 1st or 2nd judging by steam achievements.

Storage Type: My first playthrough was entirely on the HDD of my laptop, but after that, I moved the game to an external SSD instead and have played it from there since. So I technically was Internal HDD at first and now am External SSD
Date started: Either February 1st or 2nd was when I had the first issue, I do not remember when I reached it on my second playthrough unfortunately, but for my third playthrough it was February 13th (In case it ends up mattering it was an NG on Medium, NG+ on Hard, and then NG on Impossible)
Is anything else happening: Outside of occasional stutters or momentary additional loading, not really. It happened a bit more while I was on the HDD and not as much since switching to the SSD, but it mostly is an occasional see-through door that takes a few seconds to load for me to open, an occasional enemy that spawns in invisible (i.e. breaking a vent) but then becomes visible after a few seconds, or just occasional freezing for a few seconds. I did have the Hunter also not spawn in Chapter 5 initially one time during my NG+ playthrough (external SSD) but it then appeared correctly in the next room and had no other problems after that.
I don't have a clip currently available but I think I still have at least one save file from before that cutscene and might be able to record it if still necessary.I also attached my DxDiag but I don't know if having an external drive affects that or not.
Same issue in chap 10. I enter the corridor with the marker but no cutscene. Hunter won't spawn. I can't progress. I had one auto save that would glitch out to the hunter killing me immediately.

Tried to uninstall and reinstall the game.
Tried without installing 1.000.004 patch but there was no solution.
The cutscene doesn't start and I'm stuck in the game.
Mercer won't appear and Temple is freezed.
