Recently, after the toddler patch, I've had a new bug where the sims start to be unable to change clothing and then I can't save or leave. The sims do "technically" change, as in they do the animation but nothing happens. Also, they wear clothes in showers.
This has only happened whilst I've actually HAD a toddler in the household, but it's annoying nonetheless having to save every time something remotely important happens.
update: so basically it seems to happen most commonly whenever my toddler has a bath
Are you using mods in your game ? If so, please remove them

Also why can't you save ? What error are you getting ?
mods are gone, also the saving just never stops theres no kind of error

Try resetting your user files as described in the factory reset described in this post: http://answers.ea.com/t5/The-Sims-4/FAQ-Troubleshooting-Steps-amp-Known-Issues/m-p/3621199
You won't loose anything. Just make sure to not delete any files and make a backup.
Try on a new game with nothing added back first (start new game). If it works, put back your save game and try again. If it still works, you can start putting stuff back.
The rest does not need putting back, cause they are mostly cache files that recreate or log files that are not needed for the game.
