While i totally don`t agree with the OP, i kinda don`t agree with you on some points.
Actually to be good with R99, you need skills, you need to learn the recoil pattern and actually need to know what you are doing. But R99 is in perfect shape right now and its perfectly balanced.

    @LordloshBang That is EXACTLY my point. I'm saying a gun like the havoc which downs you in 3 hits from any distance should NOT be a thing. The R99 was balanced because you had to hit most of your shots, now you have to hit all of your shots, and reload and then shoot, in the space of that time a havoc has already dropped you without even finishing half of the first clip. Changes in the future should NOT be like that.
