Update: I've found the solution!

My sim was living in a dorm listed as "University Housing". It seems that Servos cannot be activated on University Housing lots.

So what I did was move out my sim onto a regular residential lot, changed her dorm to a residential lot, then moved her back into that initial dorm that is now a regular residential lot.

This then allowed the "Activate Servo" option to appear after clicking on Servo.

I still don't understand why that's a feature. I ended up moving out, marking the building as residential, and moving back in. Worked just fine but I imagine there's some future gameplay consequences.
