I didn't realize that the lower level was a basement.  I should have though.  My bad.  Thanks for the pics and the additional information.  That said, the cause of your problem is the foundation as that adds depth to the basement so the stairs will not place the same as if you were going from a 2nd floor to the 1st floor of the same height.  

I watched the speed build video a couple of times.  I could not find where the top of the basement stairs began anywhere.  He didn't show it.  But it's evident by your first pic that there is no foundation above the basement.  I know at least one way how to do that but didn't see it done in the video, so I wasn't sure how he did it.  So, I did a search of the Gallery and found the build, downloaded it and now see how he did it.  What was confusing me is the house is on a raised foundation.  Normally, when you put a basement under a foundation, you get the gap that you have between the floors.  But that only happens under a full basement.  His basement is only partial and does not extend to the edges of the house above.  So, in that case you can raise the basement using the big double headed arrow and get the top of the walls to reach the floor above so there is no gap, just like what happens when you build a flat foundation, without raising the terrain outside.

So, if you are trying to replicate that house as he built it, just grab the arrow and drag the basement up.  Then the stairs and fence will match up and be in the right place.  You might find it helpful to download the lot and take a look at it.  His username in the Gallery is MrOlkan and the name of the lot is ModernO.  It looks like it's a popular lot according to the likes and number of downloads.

    I have an idea of what is causing that.  It's probably one of those things where the order in which you do things comes into play.  In your build, did you install the water features before trying to raise the basement?  Pools and fountains are good for causing that error and stopping you from raising a basement.  But I want to do some testing on the original lot.  I'll get back to you on what I find and maybe a workaround if I can find one.

    Edit:  The block error you are getting is caused mostly by the water features outside - pool and fountains.  There are a couple of ways to go about fixing it so you can get the basement to the level it needs to be.  

    One way is to delete the outside features and then after the basement is at the right height, put them back.  I'd try deleting the fountains in front 1st and see if you can raise the basement.  If you can, then after you get the basement where it needs to be, then put the fountains back.  If it doesn't work, then delete the pool as well and try again.  If that works, then put the fountains and pool back after raising the basement and you should be good to go. Tbh, sometimes deleting the water features doesn't work and you still get the block error.  In that case, you can sometimes get it to go away by saving the lot to your library and then replacing the lot with the copy.  For some reason, that seems to clear whatever remnants of the water features that remain after deleting them sometimes but not always.  

    The other way you can do it is to delete the basement.  Then use one of the basement wall tools to redraw a small room under the 1st floor that is at least one tile or more inside the foundation perimeter.  That room should be at the right height automatically.  Then drop down to the basement level and stretch or draw the rooms you need to match the original.  It's more work as you'll have to recreate everything on that level, but it should work.
