I said you should be using shields and stay mobile to stay relevant in the fight so I don't really understand your first sentence. The other 3 items don't really make you more powerful in the middle of a fight. The backpack is the closest thing by letting you heal faster, but its still not actually making your weapons any better. If you're in a tight space fighting with someone and dodging around very little cover or around a house, it can be pretty difficult to get a heal off even with the backpack, maybe a shield cell but you're still at a disadvantage if they happen to find you with a cell in hand. Reload speed directly powers you up and gives you a significant advantage over someone else because you're shooting more bullets than they can. If you choose not to heal in a fight for whatever reason then you're banking on being able to land your shots before they do. Reload speeds are also very low as it is, I just don't think increased reload speed is a good fit for the game. I'd really rather not come across someone with an R99 that can unload a mag every second, that gun is already powerful enough as it is.

You shouldn't need to use a battery, because you should be using Shield Cells until the fight is over, since the majority of heal items take too long which can be the difference of you being rushed and killed while your meds are still deploying.
That same problem can be applied to assassinating someone. If you're in combat, you shouldn't be saying to your team, "hold up, I'm just going to take the next 6 seconds to assasinate someone to get my shields back for free", when there's obviously someone else still alive nearby that could kill you so easily while you're without shields. Literally a double tap with basically any weapon could kill you while you're doing your animation... so is it really worth exposing yourself, for a longer animation, to save an item that isn't really that relevant?
Shield Cells > Shield Battery. A Shield Battery might be able to fill your shields but it's a longer cast time and can more often than not mean the difference between you dying while trying for full shields, and surviving while Celling to get 25 armour back.
Depends on the situation, and it especially depends if you have the backpack. If you have the backpack and you lose all your shields then you might as well use the battery because it drops it below the normal cell time and its only 1 second slower than the cell (1.5 vs 2.5). The backpack still isn't increasing the amount of time you can stay engaged with someone, it means you have to abuse cover more to get those heals off. That's not the same thing. Half reload time for both weapon means you're dealing more damage than someone else because you're shooting more bullets than they can in a short amount of time. The other 3 items increase your durability in a fight so that you can deal more damage. Plus there is already a gold magazine that increases reload speed which is extremely rare, and I think I've only ever seen it on a gold weapon. Maybe I've seen it standalone, like once? But that's only for 1 weapon and is easily the rarest item in the game whereas I see gold armor in almost every single game when I survive the early game chaos. The armor definitely needs to change, but it should still get a defensive skill and not offensive. That's what gold guns/weapon mods are for.
Been thinking about this a little more and I think the faster healing should be moved to the gold armor regardless as it feeds more info to the player and it would be nice to know that someone has faster healing. With some experience you learn the sounds of every gun and know what someone has when they shoot at you (probably a * wingman). It would be no different than seeing a lifeline and knowing she has faster healing/revives so you adjust your play accordingly. Right now you see gold armor indicators and you think 'oh hey that guy has gold armor! oh wait, gold armor is just purple armor with flavor text'. The executions feel like they're just there for some flavor anyways, you never use these in combat and once combat is done they turn into a crate and you can't execute anyway. Feels bad man.
