Sbmm broken and smurfs not banned

In my world the SBMM works fairly well and pubs is ok - if you end up with smurfs and crazy matches you earned it by sweating to hard yourself :D however ranked is another thing, smurfs mess up the lower segments very hard and is at the moment ruining several segments of the ranked gameplay..
I have to admit I do "smurf" myself but not in the smurfing sense, I restrict myself to p2020 only and a long range weapon I suck at to be able to play with my daughter when she is playing (and i make sure I dont sweat, pure fun and fooling around) - her lifespan together with my main I think avgs to 10-15 seconds :P so I try just keep her alive and make her day and at the same time not ruin the day for the normal players in her segment, I would perhaps not call him a smurf, more an alt to play with my daughter...
@Zkepz Sbmm is definitely not working, recent reddit post saw 83% of people say that they believe its broken. Why would I have to ever play against pro's with 20k plus kills.
There will always be smurfs unless they fix it, maybe every new account you have to put in your bank details and if your cuaght cheating/smurfing you have to pay a £20 fine or something

@LOLcleverHideouts himself has stated clearly that he feels a true smurf is someone who purposely tanks their stats to stay in lower end lobbies for easy kills and wins. It is not for players who own a alt account who drop 20 bombs and quickly move past the noob considered lobbies. Whatever people "say" on reddit I do not believe it until I see proper proof, there are aspects influencing the sbmm in manners it cant feel correct... For instance today I think I saw a level 2-5 as champion in 15 of the rounds I played this is what is ruining the game atm and why so many is quitting mid season.
