It's one thing that everything sounds distorted and compressed like Apex Legends has the cheapest VST maximizer plugin enabled at all times but you can't even tell if someone is above/below you inside a building or right next to you, it sounds exactly the same.
I don't know how this game can even win any category in the game awards when they can't get such a basic feature (audio) right. In my case it's always pathfinder that get me without any footsteps sound or even grapple sound. Other legends not so much it's mostly the pathfinder that losing footsteps sound.

No. This is NOT a headset problem. Even 3 years later I am still having this problem, and so are my various amount of friends who play this game. I am constantly running into reddit posts also regarding this issue. I have a very good headset, with surround sound. On other games like cod for example, I can hear exactly where the enemies are. On Apex, I have no idea. And that's if I even get a sound queue. Half the time I don't even have any footstep audio and they're right on top of me or sprinting directly at me. This is especially prominent with jump pads, players notoriously, nearly EVERY time have NO sound whatsoever when jumping from one. Sound is awful in this game and always has been. How much was respawn paying you to say this? lol.
