i dont know how i bought currency i wanted to get ultimate but somehow got tokens and now ive been thrown around by steam and ea telling me the other should be able to refund me i need real support for this.

It looks like this was a purchase of funds for your Steam wallet, which was then used to purchase 1,000 Apex Coins. Both of these transactions were done via Steam according to your screenshot, so we would not have any way to change or refund those particular purchases as we don't have access to Steam's systems.
For the Apex Coins themselves you would be able to unlock the Premium Battle Pass, but not the Ultimate, as it sounds like you're aware of already. The difference is a number of packs and crafting materials so I can understand why you'd want to try getting this cleared up to get the Ultimate, but we don't have the ability to swap/exchange or refund purchases made on another platform I'm afraid, sorry.
That portion would be up to Steam's refund policies as the purchases were made with their payment systems.
