It doesn't look like the link posted was a valid file format, so I've removed it from your post.
If you're getting a message preventing Apex from launching, it may help to try a clean boot of your system to help narrow down which programs or processes might be interfering.
If this is a specific Easy Anti-Cheat error, I'd instead try repairing EAC itself with these steps. Their site linked above also has some other steps to try for specific errors that may pop up if one of those is what you're seeing.
