same issue i5 6500 - GF 1060 - 16GB RAM

Just a heads up,

Even though I have a 1070ti, if I put Texture Streaming to 2gb, this problem is gone.

If I set Texture Streaming to 2-3gb, the problem is still gone.

If I set Texture Streaming to 3gb - 8gb, this problem occurs, Easily shown in Rivatuner + Afterburner. As soon as the Texture Streaming is turned up, stuttering/frametime spikes happen.
