Try this:
Navigate to your game files and locate the r5apexe.exe.
right click and open properties.
go to the compatability tabe and tick the disable fullscreen optimisations.
apply.
Download this anti rootkit from malwarebytes to check for rootkits:

Disabling fullscreen optimizations on Windows 10 1809 does nothing for me. I had to go in the registry and delete the Apex entry for fullscreen optimizations to get it to work.
